In the realization of building construction projects, it has repeatedly been shown that essential operating cost targets are not successfully anchored in planning. Even for public projects, determining the cost of use in accordance with DIN 18960 is seen as an editorial accessory rather than an essential tool for balancing investment and operating costs. The planning participants are often overwhelmed in finding reliable operating costs for construction and technology, let alone in a project in where there is a trade-off with the investment goals of the client to address.
