The project comprised the analysis, design, organizational strategy, tendering and awarding of FM services for 340 properties of the Federal Employment Agency (BA). 

In the course of re-tendering maintenance and inspection services, a conceptual reconsideration of organizational processes, responsibilities and structures was carried out. The main objective was to increase the satisfaction of the customer BA. To this end, the entire asset portfolio of BA-Immobilien was taken as a basis in order to initiate a new procurement strategy. This strategy was intended to ensure improved transparency with regard to services and costs, increased efficiency in operations and a far-reaching transfer of operator responsibility to the future service providers. 

Various options were considered and the most sensible option in terms of opportunities, risks and cost-effectiveness was recommended. The recommendation envisaged an overall service provider for each BI base and a further service provider for each of two specialist trades. Assuming this option, the BI's personnel structure was redesigned to include a management-oriented person (e.g. technical property manager) for each base as a "caretaker" and direct contact person for the locations assigned to them.

The subsequent tendering of the maintenance and inspection services was a major challenge due to the volume and the fact that a Europe-wide public tendering process was used.
